AnnotationFor the purpose of this thematic review, older workers are defined as all workers aged 50 and over, since, in many countries, the age of 50 marks the beginning of a decline in participation in employment. This report on the UK is part of a series of around 20 OECD country reports on ageing and employment policies. It is based on the proceedings of a seminar on "Policies to improve labour market outcomes for older workers" held in London in March 2004, organised by the Department for Work and Pensions (DWP). The report sets out the scale of the challenges ahead; discusses the labour market situation for older workers; and considers how the right balance might be struck between income support and work incentives. It examines those factors which negatively affect employers' attitudes towards older workers; and looks at the barriers that workers themselves face in gaining access to better jobs and to remaining in these jobs for longer. Lastly, the report examines possibilities for raising the overall employment rate in the future, emphasising the importance of policy co-ordination and coherence. (RH).
