AnnotationThe main findings of this report are based on fieldwork in 15 male prisons; 442 men aged 60+ (38% of the over 60 male prison population) were surveyed. The report describes the conditions for and treatment of older prisoners. It comments on: the built environment and facilities for older prisoners; regimes and relations with staff; health and healthcare provision; and preparation for release, post-release care and resettlement. The report considers the extent to which older prisoners' healthcare needs are met with regard to Standards 1, 2, 7 and 8 of the National Service Framework for Older People (NSF). It examines access to healthcare, assessment of needs and the provision of appropriate services, mental health issues, and the promotion of health and well-being. The report concludes with recommendations and some examples of good practice. Its main recommendation is that the National Offender Management Service, in conjunction with the Department of Health (DH), should develop a national strategy for older and less able prisoners that conforms to the requirements of the Disability Discrimination Act (DDA) and the NSF.
