Annotation | A short outline of the history of social care since the Poor Laws of 1597, is followed by consideration of the themes and initiatives emerging from social work in the early 21st century. There is a focus on training and the roles and responsibilities of social workers. The author refers to an Institute for Public Policy Research report, 'From welfare to wellbeing' (IPPR, 2002), which also looks at the future of social care. He notes a cultural shift from "caring" to "promoting independence", a more customer-focused approach and issues around accountability nationally and locally. (RH). |
