Annotation | The Age-Related Payments Bill was introduced into the House of Lords on 9 June 2004. This report notes that Clause 7(1) of the Bill delegates new powers to the Government, that "The Secretary of State may make regulations providing for the making of payments to persons who have attained the age of 60 years". The power is wholly general in its terms. The Committee concludes that the Government has not established a case for the proposed delegation of legislative authority contained in clause 7. The Committee therefore questions whether it is constitutionally appropriate for such powers to be so widely drawn. (RH). |
