Annotation | The author describes research into the "Fairer charging" system, regarding how much local authorities can charge for providing or arranging care to support people living at home. This includes day care, meals on wheels, and help with personal care or domestic tasks. Age Concern England (ACE) commissioned Age Concern Institute of Gerontology (ACIOG), King's College, London. This article outlines recommendations from the research covering two key areas: the level of charges, and the process of being charged. Results of the research reinforce the belief that it is almost impossible to devise a fair way of charging older people, and that councils are struggling with the complexity of the guidance. (RH). |
