Annotation500 public service users in housing and community care, along with 300 managers, front-line staff and local councillors were interviewed for this study investigating what motivates public service users to participate. The authors find that while evidence on the current level of active participation is far from complete, they estimate that a significant, but small minority of up to 7% of users are involved on a regular or occasional basis. The report concludes with a "participation chain" and a "participation checklist" for practical use in improving the effectiveness and extent of public service user participation. The authors co-direct the Mutuality Research Programme at Stirling University. (RH).
