Annotation"Valuing people: a new strategy for learning disability services for the 21st century" (Cm 5086, TSO, 2001) set out the Government's plans for improving services for people with learning disabilities. This report outlines how well the 12 councils that were inspected have met the aims set out in "Valuing people" on: advocacy; information and communication; assessment and person-centred training; transition into adult life; services for people with learning disabilities; people with additional needs; services for carers; partnership and planning; and resources. The councils inspected were Bury, Calderdale, County Durham, East Riding, Lancashire, Merton, North Yorkshire, Northamptonshire, Northumberland, Somerset, Thurrock and Walsall. Of note was that, for the first time, consultants with learning disabilities and their support workers were included as full members of inspection teams. (RH).
