Annotation | While the fines system for delayed discharges has unblocked hospital beds, it could also be leading to a rise in the re-admission of older patients to hospital. The author reports on research by the Commission for Social Care Inspection (CSCI), "Leaving hospital: the price of delays", which suggests that local authorities are using residential care to avoid fines, at the expense of intensive home care, rehabilitation and other community-based services.
