AnnotationThe Social Care Institute for Excellence (SCIE) consultation, "The new vision for adult social care", on which Health Minister Stephen Ladyman is leading, is proving less clear than he envisaged. In this article, the chairman of the social care training organisation Topss England offers his own vision for the future. Among the criticisms of the consultation is the involvement of very few staff to the exclusion of service users, carers and the general public, when what should be tackled is giving informal carers the support they need. While the importance of independence should be recognised, so too should the safety of people at risk. The promotion of independence has to be linked to the choice agenda, recognising that services are tailored to individuals' needs and preferences. (RH).
