| Annotation | The Community Care (Delayed Discharges etc) Act 2003 placed an obligation on local authorities to reimburse NHS hospital trusts for delayed discharges from hospital. This study explores evidence from the first six months of the policy's implementation, with particular emphasis on the experience of service users. It looks at whether people had the necessary information and support to make decisions and exercise choices about their care, and the appropriateness of arrangements made for their continuing support. The report also examines local councils' joint plans and commissioning intentions, and whether the reimbursement policy has helped or hindered local practice. (RH). |
