AnnotationDirect payments is the policy whereby people receive cash in lieu of social services, which they are assessed as needing, in order to arrange their own care and support. This report includes the findings of a consultation event and follow-up policy seminar held by the Commission for Social Care Inspection (CSCI) in June 2004. The purpose was to collect evidence and opinions about factors that were limiting the successful implementation of direct payments. The report outlines people's experiences, views and comments, and the reasons for low take-up. Recommendations are made for purposeful action by central and local government to improve take-up of direct payments. (RH).
