Annotation | Functional and economic eligibility criteria for publicly funded programmes are causal factors in the use of home- and community-based services (HCBS) in the US. This study's overall hypothesis is that the main programme eligibility criteria would determine the particular characteristics of consumers in three Florida HCBS programmes: Aged and Disabled Adult Medicaid Waiver (ADW); Community Care for the Elderly; and Home Care for the Elderly (HCE). Data on 464 consumers aged 60+ receiving services from one of these programmes support the hypothesis, but with important exceptions: ADW is not serving a more functionally impaired population than the other programmes; and HCE is serving older people who are more cognitively impaired. Consumer-directed long-term care programmes such as HCE have the potential to better serve frail older people and their caregivers if more public funding is allocated and other policy modifications are made nationwide.
