Annotation | There are probably a quarter of a million children in England and Wales living with a grandparent, other relative or friend who is responsible for their upbringing. Most of these children cannot be cared for by their parents, and many have been abandoned, neglected or abused. This report considers the needs of children, who, if a family member or friend were not able to care for them, would be looked after by the local authority. The authors consider the financial implications for their carers, and the support that is or is not available. They look at how other countries fund and support family and friends care. Finally, the report makes proposals and recommendations for funding family and friends care in the future. (RH). |
