Annotation | There is still a long way to go before partnership working between health services and local government can be said to be a success. This article reviews progress of the Health and Social Care Change Agent Team (CAT at the Department of Health (DH) since its establishment in 2001. Points for practice suggested include reference to CAT's emphasis of a whole-systems approach and the extent to which agencies in particular localities are using it to break down barriers in order to work together more effectively.
