AnnotationSection 31 of the Health Act 1999 allows health and local authorities to pool budgets, delegate commissioning responsibilities to a single lead agency, and integrate front-line professionals to a single organisation. The Local Government Act 2000 has also empowered local authorities to work in partnership with other local agencies to improve economic, social and environmental well-being. This article examines national evaluations of notifications for use of Section 31 partnership flexibilities in 2001 and 2002 by the Nuffield Institute for Health and the National Primary Care Research and Development Centre. It also outlines examples from the report, "Community strategies and health improvement: a review of policy and practice" from the NHS Health Development Agency. (RH).
