It establishes a superior court of record called the Court of Protection in place of the office of the Supreme Court of the same name. There will also be an officer, the Public Guardian, among whose functions will be to establish and maintain a register of lasting powers of attorney. The Bill makes provision in connection with the Convention on the International Protection of Adults signed at the Hague on 13th January 2000. Explanatory notes on the Bill, prepared by the Department for Constitutional Affairs (DCA), are published separately as EN-120. (RH).
