AnnotationThis annual report summarises the work carried out by the Health Service Ombudsman (Commissioner) for the financial year April 2003 to March 2004: summaries of completed investigations into complaints against the NHS are to be found in separate reports published quarterly. During 2003-04 the Ombudsman received a record number of 4703 new complaints against NHS bodies, individual practitioners and other providers of NHS services in England. This is a significant increase on the previous year which in itself saw a high number, following the publication of a special report, NHS Funding for Long Term Care (HC 399), by the Ombudsman's Office, which encouraged the 1300 complaints about continuing care in the NHS. These complaints were referred onto the appropriate strategic health authorities for review and the Department of Health has revealed that only 57% of these retrospective reassessments have been completed for the year ending March 2004.
