The removal of ring fencing from the grant will increase councils' flexibility to target investment in the following areas: home care, intermediate care, residential care, assessment, home improvement agencies, community equipment, and extra care housing. The circular details how the total of £457 million in 2004-05 (which includes an extra £100 million for the year only) is to be allocated to English local authorities.
