A review of 'what works' for clients aged over 50

AnnotationThe Labour Force Survey (LFS) indicates that a high proportion of those aged between 50 and the state pension age (SPA) are economically "inactive" (30%). While these "inactive" clients do retain some attachment to the labour force, the LFS indicates that about a quarter of them are interested in work. This paper presents findings from an internal review, based on evidence from published evaluations of Jobcentre Plus (formerly the Employment Service), back-to-work programmes and policies, and administrative data analysis of benefits and programmes. It outlines the client group's characteristics and trends, and the nature of barriers to working. Key areas of support that would benefit from enhancement are in-work support from personal advisers, specialist provision, work with employers to overcome age discrimination, and careers guidance. The report identifies other ways in which future policies and programmes might enhance back-to-work help for clients aged 50+, including reviewing training provision to meet their needs. (RH).
