AnnotationThe White Paper "21st century skills: realising our potential" (Cm 5810; TSO, 2003) set out an agenda for training the nation's skills base. The report "Welfare to workforce development" reviews what is required to update the skills of one third of the 5 million people on working age benefits who lack basic literacy and numeracy skills. It suggests changes to the roles of the Learning and Skills Council (LSC) and Jobcentre Plus, with the need for greater collaboration between "welfare to work" and workforce development systems. This report by the National Employment Panel's Skills Advisory Board (chaired by Christopher N Banks) made these and other recommendations on training the adult workforce to the then Secretaries of State for Work and Pensions, and for Education and Skills.
