Annotation | The Coalition believes that it is wrong to charge people for essential community care services. This report is based on analysis of responses from 34 service users and 24 carers to a questionnaire devised by a steering group of the Coalition. The questionnaire covers those aspects of a disabled person's life affected by the implementation of the Department of Health (DH) "Fairer Charging" policy guidance. The report outlines carers' and service users' experiences and the effects of charges on their incomes and employment situations. Recommendations are made on the need to monitor charges, place limits on increases, and improve benefit advice services. It also calls for better management of debt and debt collection agencies.
