Annotation | Direct payments were brought in to empower service users. However, it is questionable as to whether recipients have become more independent as was the intention. The authors report on the low take-up of direct payments by older people, and people with learning disabilities or mental health problems. Take-up of direct payments by people with physical disabilities has been more successful, as it is that group where support for the scheme was strongest. (RH). |
