Annotation | In November 2001, the Department of Health (DH) issued "Fairer charging policies for home care and other non-residential social services", which set out minimum requirements to local authorities, to ensure that charges were reasonable and to reduce inconsistencies between councils. This summary outlines the findings of ACIOG's research on the effect of "Fairer charging" and differences in the various elements of charging policies. The key recommendations coming from this research are that: charges for personal care and carers' services should be abolished; and local authorities should receive extra funding as an interim measure to improve charging systems.
