Annotation | Many councils may fail to meet the April 2004 deadline for introducing a Single Assessment Process (SAP), because of difficulties in implementing local systems. There is evidence to suggest that some of the delay may be caused by the government's decision to allow local authorities to develop their own SAP systems, rather than insist on an overall national standard. This article reports on findings by Help the Aged on authorities' readiness for SAP; and by Iain Carpenter of the Centre for Health Service Studies at the University of Kent, who stresses getting the assessment right if deficiencies in service are not to follow.
