Annotation | Joint reviews were set up by the Government in 1996, primarily to assess how well councils were managing their social services monies. The intention was to bring together the Audit Commission's value-for-money approach and the professional perspective of the Social Services Inspectorate (SSI). As the Joint Reviews are now coming to an end, this report considers how user views, services and organisations are changing, and whether things have improved.
