Annotation	A covering letter to John Vickers, Office of Fair Trading (OFT) accompanies a second informal super-complaint made by the Consumers' Association, working together with a group of specialist organisations grouped under the name SPAIN (Social Policy Aging Information Network). This informal complaint covers the care home sector, presented as an executive summary listing key concerns, an overview and brief history of the problem, and further notes on consumer protection issues. Members of SPAIN that are signatories to this complaint are appended, and these include the Centre for Policy on Ageing (CPA).
