Annotation | The Joseph Rowntree Foundation (JRF) commissioned 'Overcoming disadvantage' as part of its programme of research and innovative development projects, and follows on from the Foundations's own working paper, 'Tackling disadvantage: a 20-year enterprise'. Major political themes - such as the level of income redistribution and the balance between universal and means-tested benefits - are causes that divide authors from the major think tanks. Poverty issues are also examined from Welsh and Scottish perspectives.
