Annotation | The new reimbursement arrangements, which aim to reduce delayed discharges, went live on 5 January 2004. In this article, the authors discuss the likely impact on Health and Local Authorities, and the main policy principles. Concerns raised by the policy include: delays to patients' rehabilitation prospects; pressure of throughput affecting patient choice; and diverting social services resources away from other work. The Swedish system of core charging - a well-established reimbursement system introduced in Gothenburg in 1994 - is described. (RH). |
