Annotation | Leeds City is the second largest metropolitan council in England. The purpose of the Joint Review is to provide an objective assessment of how well local people are being served by their social services, and to make a constructive contribution towards the further improvement of services provided. Most people in Leeds are well served by social services, and prospects for the future are promising. Examples of good practice include: a carers' Direct Payment Scheme; neighbourhood networks for older people; Richmond House Community Care Centre for Older People, which provides a multidisciplinary service; and the change management programme, one of whose themes is "placing service users at the centre of service delivery". Priorities for action identified by the review include: aiming to empower service users; strengthening care management; improving commissioning and partnerships with the independent sector; and modernising domiciliary, day and residential services.
