Annotation | Luton was established as a unitary authority in 1997, having formerly been a part of Bedfordshire. The purpose of the Joint Review is to provide an objective assessment of how well local people are being served by their social services, and to make a constructive contribution towards the further improvement of services provided. It finds that most service users are well served in Luton, and prospects for improvement are promising. Pressures around delayed transfers of care have been managed well, and partnerships with health agencies have been developed, for example in relation to intermediate care. Examples of good practice identified by the review include: services that meet the needs of black and minority ethnic communities, such as the Ashanti mental health daycare centre for African-Caribbean service users; and a range of independence-promoting services for older people: a short stay/ rehabilitation residential care unit; jointly managed sheltered housing and home care; and home care on prescription. The review identifies some other aspects of services for adults as priorities for action. (RH). |
