AnnotationThe purpose of the Joint Review is to provide an objective assessment of how well local people are being served by their social services, and to make a constructive contribution towards the further improvement of services provided. It concludes that some people in the Isles of Scilly are well served, but the prospects of services improving in the future are uncertain. Major factors are the size of resident population (2,153 in 2001; 25% aged 60+), the islands' location, and absence of a qualified social work presence. The report notes good residential care services for older people; and home care services are responsive to need and emergency situations. While the Authority has a commitment to enable people to remain in their own homes and has a good record of providing intensive packages of home care, there is no facility on the Islands for intermediate care or rehabilitation services. Priorities for action identified by the review include: raising the profile of social care; implementing the new integrated management arrangements with the primary care trust (PCT); commissioning formal collaborative arrangements with other organisations; and engaging more effectively with users and carers in ways which promote their independence.
