AnnotationIn this report, corporate governance is defined as "the framework of accountability to users, stakeholders and the wider community, within which these organisations take decisions, and lead and control their functions, to achieve these objectives". It uses three examples to illustrate how organisations previously perceived as failing were now judged to be performing well: Royal United Hospital, Bath; Sheffield City Council; and Northumbria Probation Board. The report looks at the main issues affecting the parts of the public sector in this study; considers the role of regulators, inspectors and auditors in promoting good governance; presents auditors' cross-sector assessments; and examines how corporate governance contributes to the quality of local public services.
