AnnotationThis discussion paper from the Association of Directors of Social Services (ADSS) and the Local Government Association (LGA) details progress made in improving services for older people since Sir Donald Acheson's independent inquiry reported in 1998. It highlights major achievements: the emergence of choice and involvement for older people; the emphasis on independence; partnership working; and improving the quality of specialist services and support for carers. Challenges still to be faced include: social exclusion; uncoordinated commissioning; and pressures on service delivery. A future vision for services that meet older people's needs - to include promotion of wellbeing and tackling age discrimination - is suggested. Some wide-ranging changes are recommended to achieve these objectives, including changes in: strategy; the ways in which services are commissioned, governed and delivered; the workforce; how services are funded; and in legislation and regulation.
