AnnotationThe death of Violet Townsend five days after she was transferred from one Gloucestershire care home to another is the latest case in which an older person has died shortly after being forced to move. Court cases on home closures have come to varying conclusions, while independent panels who have considered such matters have made some helpful recommendations. However, no definitive guidance has been produced that might clarify matters. The author explains why human rights legal protection for older people is vital when they are transferred between homes. He suggests that between them, the Social Care Institute for Excellence and the National Care Standards Commission, should be charged with tackling such issues when they start their work. (RH).
