In "A fair deal for everyone on pensions", David Willetts puts forward the Conservative Party's proposals aimed at stopping the spread of means-testing. Two groups would gain financially from this proposed policy: high earners, and poorer pensioners who do not claim their Guarantee Credit (GC) now.
