AnnotationHelp the Aged has been campaigning for public transport to be safe, accessible, reliable and affordable (SARA) for older people, as well as available and acceptable. This report is primarily concerned with affordability, focusing on bus travel concessions for older people. It uses case studies in the West Midlands and a mapping exercise to examine the issues of provision and take-up. The report finds that where you live determines what concessions you get; and where concession are available, take-up is unacceptably low, particularly among ethnic minority older people. It recommends that the four national governments and all local authorities should work together to allocate sufficient funding for full fare "freedom passes" for everyone over 60, and to ensure that all public transport reflects older people's needs.
