AnnotationPrisoners aged 60+ - most of whom are concentrated in a small number of prisons - account for little more than 2% of the prison population in England and Wales. An awareness that at least some older prisoners have special needs requiring special provision led to this scoping exercise on whether there are policy issues that remain unresolved. This report, supported by the Nuffield Foundation, documents the findings. It uses information from statistics and published research to compile a profile of the older prison population in England and Wales. It gather information from other sources - published research, policy documents, and expert opinion - which might help identify whether the older prison population has special, unmet needs. In outlining the problems and policy background, the report refers to the Chief Inspector of Prison's recommendation for a national strategy for older prisoners, based on an inspection of HMP Kingston. The report examines the nature of older prisoners' offending, their associated mental health problems, and treatment by the criminal justice system. Age as grounds for differential treatment leads to debate on whether there should be separate facilities such as nursing home prisons. (RH).
