Annotation | Commissioning of services for adults is one of the main areas of activity for local authorities, which has required them to examine their priorities. This particular change has its origins in the agreement drawn up between the government and the private sector, following the publication by the Department of Health of "Building capacity for partnership in care" (DH, October 2001). This article reports on how councils in Merton, Southampton, Sunderland and Salford are responding to this policy. A further context relates to how implementation of the policy is discussed in the Audit Commission and the Social Services Inspectorate (SSI) Joint Reviews of social service departments (SSDs).
