Annotation | The Department of Health (DH) guidelines "No secrets" outlines a national framework requiring social services departments (SSDs) to act as lead agencies in the development of local multi-agency codes of practice for the protection of vulnerable adults (POVA). The Centre for Policy on Ageing (CPA) was commissioned by the DH to undertake an analysis of these authorities' codes of practice. The study aimed to look at the extent of the development of local strategic partnerships charged with the implementation of the guidance; and to determine the extent to which a number of key requirements and recommendations of "No secrets" have been achieved. In order to enable sharing of effective models of operation, the study identifies and comments on areas where insufficient progress has been made, as well as on examples of good practice in operation in particular areas. The study comments on the state of readiness of local authorities and their partner agencies to fulfil their obligations to vulnerable adults in their locality. It should be noted that assessment was made on the strength of authorities' documentation available as at October 2001, which may not reflect the reality of their position. (RH). |
