Preventive home visits to elderly people in Denmark

AnnotationThe aim of preventive home visits is to try to prevent or delay the onset of impairments. Even so, the benefit of such visits remains controversial and under debate: data currently available provide little evidence on which elements of assessments are of most value. Based on a 1998 state law from the Ministry of Social Affairs, Danish municipalities are obliged to offer home visits twice a year to everyone aged 75+. The purpose is to support personal resources, and to offer social support aimed at preserving functional ability. In accordance with a decentralisation policy, how this programme is carried out is left to each municipality. After 6 years, there are still variations in how this law is managed and implemented. About 60% of older Danes accept and receive the visits. Less than 50% of the municipalities have produced specific guidelines and quality assurance indicators. More than half have systematically used the visits to collect information on older people's community needs for administrative and political purposes. It is difficult to establish visible proof of the value of these visits. While quality assurance programmes are on the drawing board, quality indicators are demanded. (RH).
