AnnotationIndividuals are being asked to carry a greater responsibility in providing for their own retirement. Whilst people on modest incomes are being encouraged in the uptake of stakeholder pensions, employees in final salary schemes are being asked to change to defined contribution schemes. Both these policies expose individuals to greater risk of financial insecurity in retirement. This case study explores the risks faced by consumers in planning for income in retirement, and the fragmented nature of decision-making on risk. The study also illustrates the complex inter-relationship between risks, leading to fundamental questions as to who should bear risks. The report calls for a need for a more consumer-orientated holistic approach to pensions policy-making, together with improved risk governance of financial services and communicating risks to consumers.
