Annotation	The Community Care (Delayed Discharges) Act 2003 will introduce fines for social services departments (SSDs) that fail to discharge patients from hospital within set time scales. The author reports on surveys of health and social services personnel who attended seminars on delayed discharges run by the University of Birmingham's Health Services Management Centre in October 2002 or May 2003. Results suggest a shift in attitudes to reimbursements and whether they would reduce delayed discharges, or only have the effect of moving scarce resources around without improving patient care. The hostility found in the original research has been replaced by a more cautious welcome to a policy which focuses attention on the problem. (RH).
