AnnotationThe purpose of the Joint Review is to provide an objective assessment of how well local people are being served by their social services, and to make a constructive contribution towards further improvement of the services provided. It finds that Richmond upon Thames serves some people well; however, older people do not have enough support to remain independent. The survey of users and carers reports mixed experiences of services, ranging from positive responses about care managers, to concerns about the quality of information on services. The Review notes some good user-centred care management practices for older people, but that more focused use of assessment is needed to prioritise highest need and to promote community service support. An example of good practice noted by the Review is work by the Enablement Team, which offers support to people after discharge from hospital. Priorities for action identified by the review include: providing more services that promote independence and inclusion in the community; ensuring that users of services and their carers are more empowered; and improving planning and delivery of services to black and minority ethnic communities.
