AnnotationThe Pensions Policy Institute (PPI) has proposed an agenda for an independent review taskforce. This paper reviews critical issues in current UK pensions, suggests objectives for reform, and proposes five reform models worth focusing on for UK state pensions. It describes the pressure points in the UK state pension system, compared to a minimum standard; sets the UK state pension system in the context of a comparison with the state pension systems in other countries; and reviews the interface between state and private pensions. The first of the five models proposed is the status quo: the current system with minor changes, which should be compared with the other possible reform models. The other four are: reform of the Second State Pension (S2P); a much higher Basic State Pension (BSP) and scrapping S2P; a Citizen's Pension (eligibility based on citizenship or residency criteria); and age additions.
