AnnotationThe report of the Independent Inquiry on Inequalities in Health (1998), chaired by Sir Donald Acheson, highlighted how the policies and programmes of a wide range of government departments could have an influence on reducing health inequalities. This Programme for Action sets out plans to tackle health inequalities over the next 3 years. Its targets include raising life expectancy in the most disadvantaged areas faster than elsewhere. The plan for delivering change includes: engaging communities and individuals; preventing illness and providing effective treatment and care; and addressing the underlying determinants of care. The Treasury-led Cross Cutting Review (CCR) examined the various programmes to identify how Government spending could be applied to greatest effect on health inequalities. Its findings provide the basis for this programme. (RH).
