AnnotationPrevious versions of this paper under the title "Sustainability of social security systems in the face of ageing populations" were contributed to the Second World Assembly on Ageing in Madrid in April 2002; and at conferences in Berlin and Shanghai in September 2002. This document identifies a set of ten key issues relating to ageing and sustainable social security, and discusses them in the light of recent policy discussions and trends. The key issues are: enhancing labour market opportunities - the key to sustainability; reversing the trend towards early retirement; meeting the challenges of insecure employment; limiting individual risks in preparing for retirement; the public-private mix - securing adequate income for old age; the evolving role of the state in an ageing society; ensuring gender equality in pension provision; providing sustainable health and long-term care to an ageing population; and addressing the challenges of ageing in low-income and middle-income countries. Lastly, it is the view of the ISSA that social security is a prerequisite to active ageing. (KJ/RH).
