Annotation | The socio-economic, cultural and atmospheric factors that contribute to deaths in the older population as the result of heatwave disasters are examined. The framework for this study is the Vulnerability Perspective (in: P Blakie et al, "At risk: natural hazards, people's vulnerability and disasters", 1994) and the Hazard Coping Theory (in: I Burton et al, "The environment as a hazard", 1978). Even though it is possible to predict heatwaves better than many other natural disasters, the message does not always reach older people and their caregivers, who themselves may be of advanced age and isolated. The model of the Philadelphia (PA) Hot Weather Health Watch Warning System (PWWS) is also discussed. (RH). |
