Annotation | During his statement to Parliament on 23 July 2002 on new provision for social care services for older people as a result of the 2002 Spending Review, the Secretary of State for Health outlined new ring-fenced resources to increase capacity and choice in the range of community-based services for older people. The aim the new grant is to improve older people's quality of life and independence, so that they can live at home wherever possible, by increasing by March 2006 the number of those supported intensively to live at home to 30% of the total supported by social services at home or in residential care. This circular outlines the key conditions for the grant for this and three other programmes - home improvements, community equipment, and home care and intermediate care - and how the total of £170 million in 2003-04 is to be allocated to English local authorities.
