AnnotationThis circular sets out the main aspects of the 2003-04 local government finance settlement which are relevant to the funding provided for social services. Some £13,072 million is available for PSS for the year under review. Changes to the PSS allocation formulae include that of the Older People's Formula, which was constructed from the combined 1994 and 1998 General Household Survey and Personal Social Services Research Unit (PSSRU) admissions data set. The model was developed from work carried out on behalf of the Department by the Personal Social Services Research Unit (PSSRU) at Kent University. The new combined model uses a new population measure which is calculated as the number of over 65s resident in households, plus the number of local authority supported residents. The new formula also includes a series of age and deprivation indicators such as those on Income Support, Attendance Allowance, pensioners in rented accommodation and those with limiting long term illness. Finally it includes a 1% sparsity adjustment on the domiciliary element. This change was introduced following representations from local authorities that neither of the existing population measures included were suitable. (KJ/RH).
