AnnotationMedway covers Strood, Rochester, Chatham, Rainham and Gillingham; formerly part of Kent, it became a unitary authority in 1998. The purpose of the Joint Review is to provide an objective assessment of how well local people are being served by their social services, and to make a constructive contribution towards the further improvement of the service provided. Overall, Medway's services meet only some of its people's needs, with wide variations between services. Rehabilitation schemes in sheltered housing are noted as an example of good practice. However, a strategy is needed to reshape and improve other services. User and carer feedback is mixed, with praise for the involvement of some managers and care managers, but dissatisfaction about speed of response, the quality of home care and the fairness of charges. Although there is commitment to user and carer involvement in planning, a policy is needed on how consultation and involvement is to be developed. Priorities for action include: focus on the frontline services; more structured and planned commissioning of services; and matching resources to need. (RH).
